PRESENT SITUATION

In order to develop this project, the efforts of experienced techniques of engineering, in the industrial design, the manufacture of equipment, assembly of plant and processes of great social impact in America and the Caribbean and the organizational, creative and administrative capacity, in processes of economic reactivation, enterprise development and generation of economic models of creation of companies and sources of communitarian well-being.

First of the entities, Olivine Corp. of Bellingham, Washington, U.S.A., founded in 1950 by Eng. Corliss Smith. Second of the societies Mid West Waste Management of Lake Linden, Michigan, founded on 1994 by its president, Eng.George Lepisto. The third of the societies Mid West International Group, Inc. of Miami, Florida, founded on 2000 by its president Eng. Ysrael Fernandez.

The proponent through its partners has corporate presence in Miami, Florida, Lake Linden, Michigan, and Bellingham, Washington, and companies associated in several countries of Latin America.

Its principal objective is the business development in the design, construction and assembly of industrial projects of solid waste to energy plants, as well as the operation and implementation of such plants.

In order to take care of the sector public, our companies offer projects that give solutions to the environmental problems facing our planet with new and guaranteed American equipment, obtaining with them profits of great social impact, such as:

Final disposition of solid waste with generation of electric energy through the use of proven state of the art technology from 1 to 15 Megawatts of electricity.

Elaboration of organic installments for its use in agriculture. Aggregate elaboration to be used in the food preparation for the cattle, pig and animal feed industry. Aggregate elaboration to be used in the preparation of construction blocks and other necessary materials in the construction of urban infrastructure.

II THE PROJECT

I. DEFINITION

Our company proposes the deprived investors, municipalities, organizations of the cooperative sector and the community in general, to create a company that mainly is in charge of domiciliary sweepings, industrial and hospitable by means of the technical incineration of the same ones.

This project produces a series of interactions amongst its activities, that generate independent units of process and economy, all the keys in the harmonic development of the region and in the formation of a new culture of business. The use that is created directly and indirectly will very significantly contribute to the well-being and social peace of all the area of influence.

The technical component is a product of state of the art technology, but especially of the capacity and experience of a maintenance battalion, that guarantees its success. The nourished affluent list of cities in the world, the highest added value, the advantage of sub products in versatile applications, will be growing and being developed gradually and constantly to the measurement of their own results.

The investment component is based on a series of creative and concrete formulae that facilitate the understanding and the commitment of resources in an excellent combination of own position and financing. Our experience allows us to predict with absolute certainty that the project is highly profitable from the ecological point of view. The final disposition of the solid waste, is a great problem, that if left unsolved, the states will have to face catastrophes of incalculable social and environmental consequences within the near future.

The partial solutions only delay the time in which they operate, creating conjunctures that are becoming extremely costly and with dire consequences for the users creating constant sources of conflict with all the entities involved (states, municipalities, institutions and organizations having to do with the environment, users, industries, etc.).

The private sector must and has the obligation to undertake these projects, in which it must use all its resources to do them efficiently seeking to support them, with all the available resources. The recycling in all the forms is an obligation of the subsistence and the planned conservation of the productive resources.

II. MAIN CHARACTERISTICS

The main approach of the proposed plant with an environmental solution is through the incineration of Municipal & Industrial Solid Waste to diminish the impact of environmental contamination caused by these municipal and industrial solid waste (MISW), using the process for the generation of income to pay for the plant within a short span of time.

We wished to mention the economic impact in the municipal budget and of the local company of public services handling the MISW in the future, because in the long run an expense is converted to a source of income. For the private company it is an investment opportunity to participate in this development according to the environmental laws.

With the new MISW the classification for an appropriate recycling will take control, applying technical procedures for an adapted handling and final disposition. The volume and weight of domiciliary, industrial, and medical solid waste are applied to the incineration techniques reducing them to the maximum. An option is also opened to process agricultural wastes of the zone, like husk of rice, sugar cane waste, grey hair, etc., taking advantage of their calorific value for general electrical energy and in the end the prefabricated ashes take shelter and they are prepared to use them as added and raw material for concrete in houses of social interest, public works, infrastructure, etc.

III. PARTICIPANTS

For the development of this first draft, the proponent will have to be associated with the users and the private investors, with the industries that they provide and they guarantee the amount of solid and industrial wastes (MISW) to process, the guarantees and documents necessary to facilitate the financial proceedings, of licenses and permissions. This new society or company will be the one in charge to execute the project described herein. This entity will be in charge of the detailed Feasibility study, Development, Construction, Operation and Administration applying therefore a mixed or private enterprise that works according to the law. The industries and municipalities can contribute with contracts of harvesting and final disposition. This facilitates the creation and the operation of the new companies of public services that are formed in order to affiliate themselves with this partnership.

IV. APPLIED TECHNOLOGY

The INCINERATION process, of municipal solid waste as well as medical and industrial solid waste begins with the preparation of the materials through classification and recycling, which happens to use a special mill of hammers of high resistance. Thereafter it goes to the incinerator according to the material of the solid waste, whether it is toxic, industrial, domestic, or agricultural. The originating gases of this incineration warm up the water of the boiler that will produce steam to move the turbine that is used for the generation of electrical energy of 1 to 10 megawatts per hour by line of process. Later the ash is classified to prepare it and use it as cement like material in the prefabricated creation of concrete. These prefabricated concrete can be used for public works in maintenance and construction of routes, low cost housing, parks, schools or simply to offer them to other municipalities at low prices for their own use. .

This process is widely applied in developed countries where they have the financial resources for these projects. We have adapted this technology to our necessities according to the nature of the raw material, our solid waste and the volume. The culture of extreme poverty in which most countries live, force part of the population to live from land fills, to recycle in their homes, because of the shortage of capitals to be able to take advantage of the existing technology for the overall well being. All these factors and deficiencies guided us to create a system with high possibilities of success for our resources, using state of the art technology, low level of investment with strict environmental control that additionally generates an excellent social investment in the matter of education, house and use.

Thus it is especially important to avoid the creation of new land fills without compaction where simply the solid waste is stored and nests of rats are created, flies, bad scents, infections and belts of misery. We make special emphasis in which the decomposition of the organic material is gas methane and knowing that the solid waste in Latin America is higher than 75% organic, this indicates that it produces high volume of leachates that when filtered to the aquifers cause permanent ecological disasters. Also they have recommended erroneously foreign companies that the underdeveloped countries must apply to the technology of reduction of volume and handling of sanitary fillings, but do not tell us on the disasters that these have caused in their countries.

The greater problem is that the operation of land fills is very costly, as is its maintenance for our economies and it almost does not generate use. The other limiting problem of the underdeveloped countries is the shortage of capital to low cost for the development of these projects. It is necessary to consider the financial statement of our municipalities and their capacities of indebtedness.

The system of land fills apparently is economical, but not when you consider the prices to pay on the ecological contamination of the aquifers which provide the drinking water to our populations.

The great problem begins when we find the damage to the environment that we have created when burying wastes and those of our civilization.

The system of INCINERATION of municipal solid waste, medical, and industrial waste, has a trajectory of use at world-wide level, and is product of the application of technologies of our industrial revolution, especially in the developed countries that produce stops levels of remainders.

Foreign companies erroneously have recommended that the developing countries must apply the technology to create garbage dumps with obsolete technology within the treatment of sanitary land fills since it does not include the process of reduction of volume and special treatment for its handling.

The last technology in fillings is the one of volume reduction. These companies do not teach the disasters to us that they have caused in his countries. The greater problem I am in the environmental impact and the second is that the cost of investment of the sanitary filling, its operation and maintenance is excessively high for any economy, and more, for ours.

Another problem is the shortage of capital to low cost for the development of these projects, and we must consider the financial statement in which Latin America and its capacity of present indebtedness are most of the municipalities in.

This recommendation considers the difference of the remainders in developed countries and the handling of them in Latin America and the Caribbean, since but of 75% they are organic, which indicates a high generation of leached which they filter to the aquifers causing the consequent ecological disaster to contaminate our rivers; for that reason it is very important to avoid the creation of new garbage dumps without technology where simply the remainders are stored and increase the problems like the health problems.

The present project of technical incineration with energy generation considers all these difficulties. The necessity to solve to the increasing problem of environmental contamination and health generated by the final disposition of urban, industrial and medical waste without having to postpone it, so that future generations do not have to cope with them.

When faced with this situation, we must be radical since from it depends the survival of mankind. .

Let us analyze then the technologies of sanitary filling and compare with the one of incineration to find the advantages and disadvantages of each one of these systems.
